Post-acute care includes rehabilitation or palliative services that patients receive after (or in some cases, instead of) a stay in an acute care hospital. Post-acute care is dependent upon the level of care the patient requires, and treatment may include a stay in a facility, ongoing outpatient therapy, or care provided at home.

Wisconsin hospitals and health systems are committed to empowering patients with access to accurate and timely pricing information so they can make informed decisions when seeking care. Significant investments have been made in technology and staffing to adopt federal hospital price transparency requirements, which includes posting “machine-readable files” and shoppable services lists. To make all this consumer friendly, though, more and more hospitals have also invested in price estimator tools that allow anyone to get a price estimate for a variety of services.

As one of the most regulated industries in the state, Wisconsin’s hospitals and health systems are burdened with significant levels of regulatory compliance from federal and state agencies. Recent data has shown that the averages size hospitals dedicates 59 full time equivalent positions, a quarter of which are providers like physicians and nurses, to regulatory compliance.

Wisconsin hospitals strive to ensure patients receive the right care in the right place and at the right time. Unfortunately, the health care system is severely constrained by a persistent workforce shortage, under reimbursement by government programs, and regulatory hurdles. WHA created a post-acute care workgroup with its members and other Wisconsin health care leaders to explore how to alleviate the pressures that constrain our system. One common theme was that many states have “next-of-kin” laws that allow a surrogate to make decisions about an incapacitated person’s health care so families do not have to undergo burdensome guardianship process to get their loved one to the appropriate site of care.
