Heather Scambler, RHIA, CPC-A

Program Specialist, WHA Information Center

Heather Scambler, RHIA, CPC-A Heather Scambler joined the Wisconsin Hospital Association Information Center (WHAIC) in August 2022 and currently serves as the Program Specialist. Her primary responsibilities include overall direction and oversight of the Survey process, including regular communication with Survey submitters, answering questions, providing guidance, maintaining customer relationships, validating data, supporting the Discharge data process and creation of Survey documentation and manuals. Prior to joining WHAIC, Heather held consulting analyst roles at Cerner and Catholic Health Initiatives and as Health Information Supervisor with Rogers Behavioral Health. She has a bachelor’s degree in health information management from the University of Wisconsin-Milwaukee.
 



Cindy Case

Director of Data Management and Integrity, WHA Information Center

Cindy Case Cindy Case joined the Wisconsin Hospital Association Information Center (WHAIC) in 2009. Prior to WHAIC, Cindy was in health insurance for over 20 years where she held multiple positions from Administration, Credentialing, Quality, to HIPAA Privacy Officer.
Cindy graduated from Upper Iowa University in 2007 in Business Administration and holds a Certified Outpatient Credential from the AAPC. Cindy is proud of the work done at the WHAIC and enjoys being able to continue her passion for project management and process improvements. Cindy is a proud mother of three boys, and when not at work conjuring up new process improvements, she enjoys refinishing furniture, spending time with family and friends, and exploring new places to visit or vacation.



Justin Flory

Health Care Application Developer,  WHA Information Center

Justin Flory As the WHA Information Center’s Healthcare Application Developer, Justin Flory has redesigned and upgraded WHAIC applications including WIpop, Rate Increase, Hospital Utilization Report, and—coming in Q4 of 2024—Survey. In his almost three years in this role, Justin has developed a deep understanding of healthcare data and the data submission requirements in the state of Wisconsin.
